Marginalisation Index VS Human Development Index (HDI)

(a) Define marginalization index.

What is marginalisation index? It is a measure summary which differentiate the states, cities, towns within a country according to access to education, inadequate housing residence, and insufficient income. According to the Mexican government, through their National Council of Population, calculates the Index of Marginalisation, it measures the following:

  • % of illiterate population which are older than 15 years old

  • % of population older than 15 years old without primary education (elementary school)

  • % of population residence without toilet

  • % of population residence without electricity

  • % of population residence without access to water

  • % of population residence with certain level of overcrowding

  • % of population with income lower than 2 minimum wage

  • % of population residence with earthen floor.

  • Localities with less than 5,000 inhabitants

(b) Contrast one named marginalization index with the Human Development Index.

Human Development Index measures the life expectancy, education and GNI aspects of quality of life. Mexican Marginalisation Index on the other hand measures "how bad the living condition/quality of is" rather than how good the quality of the life is. From what marginalisation index measure it shows that it measure for example % residence without access to electricity. Mexican Marginalisation Index has environmental measurements, while not having the health measurements. HDI has both health, education, and financial aspect of measurements, but it doesn't measures the environmental aspect of quality of life. Also Marginalisation Index can measures in the local level, differentiate cities, states, towns, while HDI measures the national average. HDI may be a more accurate index to be used when it's comparing 2 countries, and more accurate when the country has low income inequality and a MEDC. Marginalisation Index would benefit the government to see the problem, but may not be a best choice to compare different countries, since it shows in local scale differentiate into states, cities, towns, thus different countries has their different ways of measurement, which means some measurements may not work in other countries such as applying Mexican Marginalisation Index to measure Canada won't work, because Canada is one of MEDCs. Usually in LEDCs, as well as countries with huge difference in income an living condition such as India.
